THE 3rd EUROPEAN INDIVIDUAL CHESS CHAMPIONSHIP

June 11 - June 27, 2002. Batumi, Georgia

Batumi is on the south-west coast of Georgia, directly on the Black Sea. The name of the city probably derives from the words "batis limen" meaning "a deep haven" in Ancient Greek.

Batumi is an exotic-looking subtropical city. Palms, cypresses, magnolias, oleanders, lemon and orange trees, thuja and box trees grow flowering and fragnant in the parks, the alleys of the famous Primorsky Boulevard and on the streets. Add to these huge beds of flowers, in bloom all the year round, sparkling fountains in gardens and squares, tennis courts, lace-work buildings of sanatoria, boarding houses and holiday homes, and you have the picture of present-day Batumi.

2. Participation:

According to the 2001 ECU Regulations, all players from the federations in Zones 1.1 to 1.9 are entitled to participate. Nominations have to be submitted by the National chess federations only.

3. Venue, date, schedule:

The Championship will be held from June 11th (arrival) to June 27th (departure), 2002 in Batumi-city Chess palace. Memed Abashidze memorial and Blitz- Tournament "Agordzineba" will be held from June 28th to July 1

4. Referees:

The Chief Arbiter of the tournament: Dr. Dirk De Ridder (Belgium).

5. Appeal Committee:

Chairman will be Mr. Boris Kutin. The members will be announced later

6. System and rate of play:

  • The European Championship shall be played in 13 rounds of the Swiss system in accordance with the FIDE and ECU Regulations and the 2000 FIDE Rules of Play.
  • The playing session shall be approximately 4 hours. The new time control shall be: 90 minutes for the whole game with an incremental time of 30 seconds per move from move 1. (DGT chess clocks will be used

7. Tie-breaks:

The order of players is determined according to the numbers of points obtained. The tiebreaks are limited to the following cases:

  • To establish the Champion.
  • To establish the medal winners.
  • To establish the players, qualified for the World Championship

8. System of the tie-breaks:

Additional two games match (the knock-out system) with 15 minutes on the clock and the addition of 10 seconds before each move. If this match is again drawn, then - two five minutes games plus two 2 seconds per move. If this match is again drawn, then the sudden death game shall be played with White having 5 minutes on the clock and Black 4 minutes. White has to win the game to win the match.

9. Participants and players qualifying for the 2003/2004 World Chess Championship:

  • The European Championship is open to all players representing ECU member Federation (zones 1.1 - 1.9) regardless of their title or rating. Applications have to be sent by National federations only.
  • The European Championship is a preliminary qualification event for the 2003/2004 World Chess Championship. According to the decision of ECU, board In Aosta 2002 first five players will qualify for the WCC.

10. Applications, Registration:

The National federations are kindly requested to fill in and return the enclosed Application Form 1 (Players - Nominal conformation) to the organizers soonest as possible but not later than May 5, 2002. 11. Fees:

The FIDE fee of 100 CHF Swiss francs (per player) - Every National Federation has to pay this fee directly to FIDE per player.

  • Entry fee for Memed Abashidze memorial per player: 30 lari
  • Entry fee for Blitz-Tournament per player: 15 lari

12. Accommodation and board:

The Organizers offer accommodation possibilities at different hotels in Batumi-city. The participants, coaches and visitors may choose among the following hotels:

  • Oasis - **** 50$ per person 37$ per person. If alone 57$. 65$ per person (hi category) 30 (hi cat. suites) 24 suites, and 16 single rooms
  • L. Bakuri - *** 35$ per person 48$ per person 65$ per person 4 suites, 4 double and 16 single rooms
  • Intourist - *** 27$ per person 47$ per person 37$ per person 57$ per person 24 Suites and 30 other rooms
  • Boni - *** 35$ per person 43$ per person 8 suites and 20 other rooms
  • Batumi - *** 27$ per person 35$ per person 52 per person 10 suites and 16 other rooms
  • Sputnik- ** 25$ per person 25 rooms

The indicated prices are per person per day, including full board accommodation / VAT, insurance, service tax included, three meals per day offering rich and various Georgian and European meals /. The number of double rooms is limited for the National federations. According to the ECU decision, all the participants have to accommodate at the hotels offered by the hosts. The hosts will bear the expenses of the Winners previous championship in Ohrid: Emil Sutovsky (2001 Champion), Ruslan Ponomarev (II place) and Zurab Azmaiparashvili (III place) on a basis of full board accommodation in a single room. There will be free transportation from hotels to playing hall and back.

11. Transportation:

a) There are regular flights from several European cities' to Tbilisi: Moscow daily flights, Frankfurt 3 times weekly, Vienna 3 x, London 2 x, Istanbul 3 x, Prague 2x, Athens 1 x, Tel-Aviv 1 x (each per week).

b) There are regular flights to Batumi: Moscow 2 x per week, Istanbul 1 x by week (Tuesday). Note: 11th of June there is a flight from Istanbul to Batumi at 12.20. And if you would like to fly by this way please inform us and we will book the tickets for you. Return flight from Batumi to Istanbul is 2nd of July. The price of round trip ticket will be approximately 220USD.

12. Local transport:

We offer the following fees for bus transfer (round trip):

  • Tbilisi - Batumu - Tbilisi 50 US$
  • Trabzon - Batumu - Trabzon 50 US$
  • Batumi Airport/Station - Hotels - Batumi Airport/Station free

13. Weather conditions:

Weather is quite pleasant for relaxation and sunbathing at this period of the year.

14. Electricity:

The standard voltage in Georgia is 220 Volts.

10. Prizes:

a) Prizes for European Individual Championship: Prize fund will be 50.000USD (the first prize 10.000 USD). According to the agreement between Georgian chess federation, Black See Chess Association and ECU, 15% will be deducted from the prizes.
